DILI, East Timor (AP) -- East Timor has established a joint venture with Kuwait to distribute gas and oil and build fuel storage facilities across the tiny Southeast Asian country.
The agreement will create the East Timor Trading Company (ETTC) to be 100-percent Kuwaiti owned, said a statement released by the office of Prime Minister Jose Ramos-Horta.
Under a shareholders agreement, profits from oil and gas sales will be split 70-30 between ETTC and the government of East Timor, respectively.
No other financial details were disclosed.
Offshore oil and gas reserves are seen as key to the financial future of the impoverished nation of less than a million people, which broke violently from Indonesia in 1999 after around two decades of brutal occupation.
At least 37 people were killed and 155,000 fled their homes in the capital, Dili, amid violence earlier this year -- a sign of continued political instability seven years after independence.
"This agreement, once materialized, will be a major breakthrough for economic development in East Timor," Ramos-Horta said in the statement. "Lower diesel and gas prices and improved distribution are expected."
A distribution network with fuel storage facilities will be set up under the Timor Fuel Trading Company, it said, a subsidiary that will be 51 percent owned by East Timor.
The structure enables development of the former Portuguese colony's run-down energy infrastructure, but East Timor "will not contribute with any equity," the statement said. "There will be no financial implications or liability for East Timor."
Once the joint venture is set up, it will take over government-held shares. The agreement entitles ETTC to manage the company for a decade.

The passage of East Timor towards East Timor's indepedence has defined the PhD as an intellectual puppet, and evils for East Timor.
I still remember the words of Dr. Ramas Horta when the prosess of political negotiation was going on under the UN supervision. At that time those East Timor's PhD battled shamefully to sell East Timor for their self interest. Ramos Horta told the current PhD or Dr. " when those intelectual people open their mouth only shit come out from their mouth" Indeed, it was the past, but it cannot be separated from the development process. still, I believe East Timor people will never believe the current PhD or DR.
I still admire old political leaders despite of their weakness. They have strong values, moral and wisdom and they have gained an extraordinary knowledge from their own experience not from text books.
I undertand the old current leaders are just human beings. They have been fighting for many years. They feel tired and Loss direction sometimes. It caused them trouble.
The majority of goodwill people still trust them and expect them to settle a good example for young generation to follow.
The best leaders for East Timor for 10 to 20 years are old generation; Ramos Horta, Xanana and Marii and others qualified leaders. The East people hope that the old leaders should readjust themselves.
I regret for the national accident, but the majority still trust them and the best party is still Fretilin. The East Timor canot be shaped as n ungrateful society and nation. Teach people to love the truth; the truth party is Fretilin. Only Fretilin that establish an fundamental principil for indepedence. The Freilin Party must be rewarded and they diserve to lead the nation to deliver what they stand for which people to follow Fretilin.
The PhD never ever try to poison people's conciousness. East Timor's people is an honest, humble and passionate people.
The current Phd or those who have acquired PhD is nothing; they are puppets and evils. They all are the master of the East Timor destruction; neither Abilio Osorio, Eurico nor the uneducated people. It is them PhD who set the master plan for East destruction' they leave an permanent disaster for on going war.
I hope the world will provide assistance or any type of support for those people who have a great background as a defender of humanity, human rights, justice, democracy and human rights.
I only hope those Fretilin leaders and generation who are now in other political parties return to Fretilin to support them.
Without Fretilin, there would be no CNRT and without Fretilin East Timor is nothing.
